Ulster board OKs $11.2M town budget for 2016; property tax rates to rise slightly

TOWN OF ULSTER >> The Town Board members has adopted an $11.2 million budget for 2016 that keeps the property tax levy at the 2015 level but slightly increase property tax rates.

The spending plan, which is 1.6 percent larger than this year’s budget, was adopted last week.

Town Supervisor James Quigley said last-minute revisions had to be made to accommodate the recent agreement to lower the assessment of the building at TechCity that formerly was used by Bank of America.

The assessment of the 24.7-acre site has been reduced from $18.5 million to $12.6 million.

The budget calls for the property tax rates in the town to rise by 3 cents per $1,000 of assessed value next year – from $8.06 to $8.09.

The total amount to be generated by property taxex next year has been set ay $8.29 million, the same as this year.

The budget calls for no salary increases for the supervisor and the four members of the Town Board. The two town justices and the town clerk are getting raises of about 2 percent.

The 2016 budget proposal includes, among other things:

* $2.3 million for police wages, up 10.6 percent from 2015.

* $1 million for Highway Department wages, up 3.2 percent.

* $475,562 in police and firefighter retirement costs, up 3.3 percent.

* $326,751 for Highway Department employees’ hospital and dental insurance, down 4.8 percent.
