The launch of the ASEAN Economic Community at the end of 2015 marked a major milestone for the 10 members of the Association of Southeast Asian Nations. The AEC envisions the establishment of a single market and production base that should create better economic opportunities for the region's 625 million people. One of the most promising goals of the AEC is increased labor mobility for workers in Southeast Asia.
Unfortunately, freer movement of human capital, arguably ASEAN's most important resource, has lagged behind progress in dismantling barriers to the movement of financial capital and goods.
