Police charged Joan Luis Minier, of Yonkers, with providing alcohol to minors, with two allegations taking place the day of last year's fatal fire at Domino's Pizza in Wappingers Falls.

On April 16, Adam Justiniano, 19, of Wappingers Falls, died in a morning fire at Route 9 Domino's Pizza. Minier, a manager at Domino's Pizza, was one of three people in the restaurant when the 5 a.m. fire started.

Minier was charged with eight counts of first degree unlawfully dealing with a child, a misdemeanor, and eight counts of unlawful sale or delivery of alcoholic beverages, a violation.

Police said Minier provided alcoholic beverages to multiple minors at Domino's Pizza. According to Dutchess County District Attorney William Grady, two of these allegations occurred the day of the fire.

The arrest was made following investigations by the Dutchess County District Attorney's Office. Grady said the allegations are not related to the cause of the fire.

Village of Wappingers Falls police served Minier a criminal summons on Feb 17. Minier was arraigned at the Village of Wappingers Court, and he is scheduled to appear back on March 26 at noon.
